Could fuel excise cut risk budget repair and complicate "responsible economic management" pledge ahead of federal election?

A constant theme in the leadup to the federal election has "responsible economic management" with a trillion dollar debt bell down the track. 

So how responsible would it be to cut the fuel excise as a pre-election sweetener to deal with the rising cost of living?
